His practice spans the full contract lifecycle — from proposal pricing and cost strategy under the Federal Acquisition Regulation (FAR) to DCMA oversight, DCAA-compliant accounting systems, indirect rate structures, and audit readiness. He has served Service-Disabled Veteran-Owned Small Businesses, large federal contractors, and agencies including the U.S. Department of State, the Department of Defense, DHS, HHS, and the U.S. Navy.
On the financial side, David has led controllership, budgeting, forecasting, FP&A, and treasury functions; directed a migration from Unanet Financials to Deltek Costpoint; and developed accounting procedures manuals that scale with contract growth. At PAE Government Services, he oversaw business operations on federal contracts worth more than $1.2 billion across Iraq, Afghanistan, and Djibouti — including leading the close-out of a $450M base operations contract at Camp Lemonnier, implementing a DCAA-compliant timekeeping system, and reducing operating costs by 13%.
